This report is about hiring. First we pulled Brighty's entire job-posting history (68 postings) and read it: what you're building, what's hard to close, and where. Then — the core of it: for 6 key roles we did the work of hiring analysts and built the ideal-candidate profile (proven senior + promising middle), the reasons those people are ready to move right now, and — concretely — how our database finds them. This is a preview of what we deliver as a dataset: not a raw list scraped from open search, but data engineering built around your hiring problem.

The hiring profile reads unambiguously: you're building the regulatory and customer-facing functions of a licensed neobank — compliance, security, finance, support, and product. You barely hire engineers externally (2 postings) — the core is stable (see report №4).

02What's hard to close — the repost signal

The most useful thing in a hiring archive is the repeat postings. If a role was posted 4-6 times, it's hard to close through the old channel. These are exactly the roles where our search precision delivers the most value.

Takeaway. The "hardest" leaders are MLRO (6×), AML Officer (5×), CISO (4×), UX Lead (4×), Chief Accountant (3×). These are narrow, license-bound, highly competitive profiles. The old search worked off an overheated feed; ours scans the entire graph by title, certification, licensed employer, and residency geo. These are exactly the roles that get detailed ICP work below.

Hiring is concentrated in the Baltics: Lithuania 29, Latvia 11, plus Poland, Switzerland, UAE. That's the priority geo for sourcing candidates — where the team actually sits and where the regulatory residency requirements apply.

Before the roles — one paragraph on method. We don't search "by keywords in the headline". We build the ICP and find people by meaning and by signals, drawing on profile depth (5-13 career positions, education, skills, code footprint, salary estimate) and on readiness-to-move triggers.

This is a measured floor, not the whole graph: across the full database (1.17B profiles) the pool is many times larger — here we show only the verifiable slice tied to specific donors.

The core proof. In Revolut alone we hold 1,567 current compliance/AML specialists and 95 in security. And the Revolut→Brighty corridor is not a hypothesis: 7 people on your current team already came from Revolut (report №4). So the priority talent donor for the hardest roles is already mapped — and there are people to propose from it tomorrow.
How to read this. The figures are DISTINCT current employees at the named companies with a relevant title, counted against the database as of 2026-06-28. We deliberately show only this "floor" slice (named donors), not the whole graph — so every number can be defended. A real dataset would add the local Baltic market, people who have left these companies (fresh switch candidates), and the rest of the graph.

06ICP work across the 6 key roles

For each hard-to-fill role, two candidate tiers: Senior (proven, low risk, will fit the team) and Promising Middle (budget-friendly, fast-rising, high ceiling, not yet in big-tech). For each: filtering criteria, reasons they're ready to move, the concrete search mechanics through our database, and ready-to-deliver ICP segments.

ICP 01 · COMPLIANCE

MLRO / AML Officer (Compliance)

We look for a Baltic MLRO — a resident of the license jurisdiction, a regulator-ready senior verifiable against the register — plus a fast-rising AML analyst to grow into the role (budget middle, for AML Officer/Deputy MLRO) from CEE crypto/fintech donors and the Revolut bloodline, ready to move on stagnation and license-revocation signals detectable from position dates.

The hardest role to close in Brighty's hiring: MLRO was reopened 6 times, and Compliance/AML is 17 of 68 postings. For a licensed crypto neobank this is a fit-and-proper person personally approved by the regulator (Lietuvos bankas / Latvijas Banka / Estonian FIU) — without one the license doesn't function, and every month the seat is empty is regulatory risk. Context deepens the shortage: fiat+crypto means a dual regime (EMI/PI + VASP/CASP under MiCA), and the team's core (LT 13 + Vilnius hub) sits squarely in the Baltic AML market. The repeated reopenings signal a narrow keyword channel chasing overheated names; our edge is scanning the entire CEE AML-specialist graph by title, certification, and licensed employer. CAVEAT: "approved by the regulator as a named responsible person" is a fact from public registers, NOT a structured graph field; on the graph we find people by licensed employer and title, and verify fit-and-proper status against the register as a separate step.

▲ Senior — proven, low risk

A serving MLRO / Deputy MLRO / Head of AML / Head of Financial Crime at a licensed EMI/PI or VASP/CASP in the Baltics (LT/LV/EE), resident of the license jurisdiction, 5+ years in financial-crime monitoring with the full cycle (AML program, SAR/STR to the FIU, sanctions/PEP screening, transaction monitoring, MiCA/Travel Rule, regulator examinations). The ideal is someone Lietuvos bankas / Latvijas Banka has already approved as an AML responsible person (verified against the register as a separate step, not on the graph): re-approval is faster = license risk minimized. ACAMS/ICA is a booster, not required.

  • Title (structured): MLRO / Money Laundering Reporting Officer / Head of AML / Head of Financial Crime / Deputy MLRO / AML Officer
  • 5+ years in AML/Financial Crime, of which 2+ in a leadership role (Head/Deputy/MLRO), not just an analyst
  • Employer is a licensed EMI/PI or VASP/CASP by verified company ID (NOT by domain name — too noisy); in-house compliance is preferred, generic consulting is filtered out
  • Person-level geo: LT, LV, EE (residency in the jurisdiction is critical for fit-and-proper); PL secondary; AE/Dubai only as Deputy/regional AML, NOT as a named MLRO for a Baltic license (the regulator requires a local resident)
  • ACAMS CAMS or ICA Diploma/Advanced Diploma — a scoring booster, NOT a gate: cert coverage is incomplete
  • Skill markers in text (semantic): MiCA, Travel Rule, SAR/STR filing, sanctions screening, FATF, transaction monitoring, EBA guidelines
  • Signs of named responsible person / regulatory exams — a prioritization signal from free text, VERIFIED against the register, not the graph
Why they fit: Brighty is already licensed — you can't "grow" an MLRO, you need someone who passes fit-and-proper here and now, a resident of the jurisdiction. A senior who has already been a named responsible person on a Baltic license removes the main risk (another reopening + license downtime) and speaks the regulator's language. The Revolut bloodline (×6 on the team, CTO Nikolay Denisenko ex-Revolut) lowers cultural-fit risk, but comes second to regulatory eligibility.

◆ Promising Middle — budget, high ceiling

An AML / KYC / Transaction Monitoring / Sanctions Analyst, 2-4 years at a licensed fintech or a Nordic bank's Baltic AML hub, already filing SAR/STR, working alerts, and holding or pursuing CAMS or ICA. This is "one rung below MLRO" on the standard ladder KYC → AML Analyst → AML Officer/Deputy MLRO → MLRO: a candidate for AML Officer / Deputy MLRO with room to grow. Several times cheaper than a senior, trained to tier-1 standards; covers the Brighty vacancies posted as AML Officer rather than named MLRO.

  • Title (structured): AML Analyst / AML Specialist / KYC Analyst / Transaction Monitoring Analyst / Sanctions Analyst / Financial Crime Analyst / Compliance Analyst / Compliance Officer
  • 2-4 years, rising trajectory — a KYC→AML promotion is visible in the position history (structured: a title change over time)
  • CAMS/ICA passed = booster; "in-progress" is text-only (NOT a structured field), a soft signal of ambition, not a filter
  • Employer (by verified company ID) is a licensed EMI/VASP or a major bank's Baltic financial-crime hub (Danske/SEB/Swedbank built large AML operations in Vilnius/Riga after the Danske Estonia scandal)
  • Person-level geo: LT, LV, EE, PL (Baltic residency is the main practical filter for future fit-and-proper)
  • Operational skills in text: alert triage, SAR/STR escalation, sanctions/PEP screening, case management (Actimize/SAS/ComplyAdvantage) — not just "policies on paper"
Why it's a smart bet: Baltic AML-analyst salaries are a fraction of London/Dublin at tier-1 training: after the Danske Estonia scandal, Nordic banks and Revolut built tier-1 financial-crime operations in Vilnius/Riga. Tier-1 talent at CEE prices, already fluent in the local regulator; the person grows into the role (Deputy → MLRO) rather than joining "at peak price" — high ceiling + loyalty for a career leap = low churn risk. CAVEAT: the middle covers AML Officer / Deputy MLRO, but NOT a named license MLRO — the MLRO itself needs the senior tier.

Why they're ready to move (detectable signals)

  • The Estonian VASP license-revocation wave of 2022-2023: a layer of mature crypto-AML officers without a licensed employer = likely to move. We detect this by a departure date within the 2022-2023 window at an Estonian VASP + no fresh in-house AML move since. Precision depends on profile freshness.
  • Stuck / plateaued: 4+ years in one AML Analyst title at a Nordic bank's hub without promotion = a career ceiling, ripe for a step up to Deputy MLRO. Detected structurally: tenure in one position >48 months without a title change (reliable, computed from dates).
  • Conveyor-belt fatigue: in bank AML factories the job is an alert queue with no ownership; a crypto neobank offers ownership of the program. We detect this via long tenure in a narrow TM/KYC role (structured) + a recent profile refresh (a soft proxy for switch intent, not ironclad). A prioritization hypothesis, not a fact.
  • The post-MiCA reshuffle of 2024-2025: those who built a MiCA/CASP program are in demand. We detect this via a MiCA/Travel Rule skill in text (semantic) + a recent refresh. Weaker than the others — "in demand" ≠ "ready to leave", so we treat it as reach, not a hot lead.
  • The Revolut corridor: Brighty pulls talent from Revolut (×6 on the team, CTO ex-Revolut), Revolut Vilnius's AML organization is huge and high-turnover — people leave for more ownership. We detect this via employer = Revolut (structured, by verified company ID) + tenure plateau or a recent refresh. The strongest signal — confirmed by Brighty's actual bloodline pattern.

How we find them — through our database

  • AI Search Engine (semantic, not keyword): we describe the ICP in plain language — "MLRO at a licensed EMI/VASP in LT/LV/EE, ACAMS or ICA, MiCA and Travel Rule experience, 5+ years AML, resident of the jurisdiction" — and get a ranked scored list with per-contact evidence. Semantics matter because half the signals (named responsible person, regulatory exam) live in free text, not in fields.
  • Structural graph filter (1.17B profiles, career graph + education base): a hard gate on a title from the AML/MLRO vocabulary + licensed employer by verified company ID + country of residence = LT/LV/EE/PL; ACAMS/ICA is a scoring booster, not a required field (coverage is incomplete).
  • Bloodline mining by verified company ID: we pull everyone who worked at Revolut (×6, confirmed) + the Estonian ex-VASP cohort + Brighty's own bloodlines (Islamic Coin/Haqq ×6, Monerchy ×5) for cultural fit.
  • The "left company X within a window" signal (structured, from position dates): the Estonian 2022-2023 VASP-revocation cohort + Revolut Vilnius leavers — high readiness to move. Precision is limited by profile freshness.
  • Tenure/stagnation ("stuck") — the most reliable switch signal, computed from dates: 4+ years in one AML Analyst title at a Baltic hub = a candidate for a step-up to Deputy MLRO; we exclude recent joiners in their first 90 days.
  • Personal email coverage: senior compliance people rarely answer InMail — we reach a personal email (response is historically higher; the exact % depends on the niche, we don't guarantee it). For passive MLROs this is the decisive channel.
  • Negative search "the role isn't there yet" (via verified company ID): we find licensed CEE fintechs with no MLRO/Head of AML on staff — a map of overloaded AML teams (donors) and a list of firms where the role is open (competitors for the same candidate).

ICP 02 · SECURITY

CISO / Information Security Officer

A licensed-neobank CISO / infosec officer: a proven senior with real ISO 27001/SOC 2 audit experience from CEE (fintech preferred, a regulated non-bank acceptable — supply is narrow) for the senior tier — and a security middle with operational ownership + a tenure plateau for the budget tier; we find them by title+geo (proven: 27 CISOs in one LT/LV pass), with cert/code footprint used for ranking, not filtering.

The CISO vacancy was reposted 4 times (of 68 postings; only one is actually open now — HR Ops) — the old funnel kept breaking: expensive enterprise CISOs declined, or the "crypto + licensed bank" combination simply wasn't there. Brighty is a licensed crypto-fiat neobank (Series A $10M, Dec-2024, HQ Zug), and security here is a condition of keeping the license: DORA/NIS2/GDPR for EU customers, perimeter audits (ISO 27001 / SOC 2 / PCI-DSS) for banking partnerships. The engineering core is stable (Engineering 14/45 staffed), but the scarce contour is compliance/security: of 68 postings, 17 are Compliance/AML/Risk and 4 are InfoSec/Security; without a security officer you can't pass audits or close enterprise/B2B deals. IMPORTANT, for honesty: this is a role WE help fill (candidate sourcing), not a data-sales lead.

▲ Senior — proven, low risk

A proven security leader from a regulated financial/payments/crypto environment (priority: a licensed EMI/VASP/bank, but NOT required: the LT/LV CISO pool is mostly outside fintech, and a strong regulated-non-bank CISO will do): 7+ years in Information Security, of which 3+ as Head of Security / CISO / Information Security Officer, with experience passing ISO 27001 / SOC 2 audits (PCI-DSS a plus) and real regulator interaction. Comfortable building the security function hands-on in a growing neobank. A certification (CISSP/CISM) is a plus, verifiable on a narrow pool, not an entry barrier.

  • 7+ years in Information Security, of which 3+ as Head of Security / CISO / Information Security Officer / Deputy CISO (detected from current+past position titles)
  • Confirmed experience passing ISO 27001 and/or SOC 2 audits in a REGULATED environment (fintech/bank/crypto PRIORITY; a regulated non-bank is acceptable, since the real LT/LV supply is narrow) — detected from keywords in headline/position descriptions
  • Geo (person-level, country of residence): LT / LV as the primary pool, expanding to PL / EE / AE (Dubai) + remote-CEE willing to sync with Vilnius/Dubai
  • A CISSP/CISM/ISO 27001 Lead certification is a RANKING plus (checked against the profile's certifications field on a narrow pool after database enrichment), NOT an entry filter
  • Exclude: <90 days in the current role (just joined — won't move) and big-tech FAANG (expensive + cultural mismatch with the neobank stage)
  • Experience in a multi-jurisdictional structure (EU + non-EU) and/or familiarity with DORA/NIS2/GDPR — detected from descriptions, not as a hard filter (rarely stated explicitly)
Why they fit: a security failure = losing the license, and the 4x reopening shows you need a practitioner who has passed audits hands-on — that lowers onboarding risk. On the market: of the 27 CISOs found, only a handful are in fintech (Pervesk, Šiaulių Bankas, FinCause, Evolution), the rest are in energy, logistics, the public sector, e-commerce; so we make "regulated fintech" a ranking priority, not a cutoff (otherwise the pool shrinks to 3-4 people). We exclude big-tech deliberately — the goal is the best, but not the most expensive.

◆ Promising Middle — budget, high ceiling

A fast-rising security specialist from a CEE fintech/crypto or a regulated company who already carries the security function (operational ownership) without a C-level title: 3-6 years of experience, Security Engineer / Information Security Specialist / Security Lead / sole Security Officer / GRC Specialist. The ceiling is obvious — the ISMS is built, there's no new challenge, and there's no path up to CISO; for Brighty this is a future CISO to grow into the role at the price of a senior engineer. A technical footprint (public code) is a plus where it exists, but NOT a required qualifier: a strong security function in a neobank is often GRC/audit/IR, not code.

  • 3-6 years in Information / Application / Cloud Security; carries operational responsibility for security (titles Security Engineer/Specialist/Lead/Officer + descriptions with ISMS/audit/IR, not just a junior executor)
  • Geo (person-level): LT / LV / PL / EE / remote-CEE / AE (Dubai); exclude big-tech and enterprise with a fixed ceiling
  • Tenure move-signal: 3+ years in one position without a title upgrade (detected from the position timeline) — this is a REALLY detectable and strongest readiness-to-move signal
  • The only security person at a company OR a Security Engineer/Lead with no visible path to C-level (negative search on company team composition) — a CISO mandate gives them the challenge they lack now
  • A CISSP/CISM/CCSP certification (including recent) is a RANKING plus against the profile's certifications field on a narrow pool, NOT a requirement (filtering on it = losing GRC practitioners without the paper)
  • Public code / CTF / bug-bounty footprint — an OPTIONAL bonus for application/cloud-security profiles; use only as a tie-break, since the engineering footprint is present for only ~0.3% of profiles — the absence of it does NOT disqualify
Why it's a smart bet: someone running security at a small fintech but hitting a ceiling costs like an engineer while delivering the value of a future leader; a CISO mandate at Brighty gives them a challenge they never had — that's the reason to move. A selection nuance: "fresh CISSP + public code" is a bonus, not a guarantee of a "techie" (public code exists for only a small share of profiles); it's more reliable to filter on the combination of "operational responsibility + tenure plateau + only security person", and use certifications and code footprint for top-of-list ranking.
