personal email on the first batch
The moment a visa stops being theoretical. This person has already committed capital and a legal entity to a country he cannot live in — the business is in the US and he is not. That is the L-1 and O-1A conversation, and E-2 where the founder’s nationality allows it — which the attorney confirms, because nationality is not in career data. It opens itself: there is no need to persuade him the US matters; he has already voted with a corporate filing. On the second order the client sharpened it into the sub-shape that worked best for him: founders who switched into the role in the last three months, while still offshore. Brand-new company, brand-new problem.
Hypothesis
A US entity owned from abroad is a commitment already made — the visa is the missing piece, not the pitch.
Signal
Founder / CEO / owner title ∧ person outside the US ∧ current company registered in the US ∧ role switched recently — plus ownership and size checks to strip hired-CEO noise.
Proof
An independent audit removed ~28% of foreign-education flags as false positives before delivery; 1,399 rows dropped on ownership checks and 1,999 on hired-CEO parse noise.

Who is actually in it
Anonymized to role, employer size band, region and signal — no candidate, client or employer is ever named.

The volume
What was delivered, and from what
2,950 delivered across three orders in five weeks. Fifteen days after the first file he asked for a thousand net-new — and wrote his own winning definition into the next purchase order.
13,926 qualified; 1,918 shipped from it in the first batch — the top 14%. He made personal email a hard acceptance condition, and that batch shipped at 100%.
Why keyword search fails on this population, measured: 9,219 “hits” → 298 real ones.
What this means for your practice
Open on the entity they already own. An L-1 path runs through a foreign parent company, an O-1A can be built on the company itself, and E-2 applies only where nationality allows. The first question is which of these fits — not whether the US matters to them.
Where we got it wrong, or nearly did
Nine people out of 13,926
Of 13,926 qualified founders, exactly nine carried any explicit, self-declared visa intent anywhere public, and two of those nine reached the delivered file. Keyword matching could not have found the rest: on this population it measured roughly 92% false positives, and tightening the matcher cut a 76-row “golden keyword” set down to six real hits. The other 1,916 people we delivered were found entirely structurally — from the shape of an offshore founder running a US entity. That is the difference between a search engine and a career graph.
What Outricher does
Custom research on a career graph, sold per record.
Outricher builds custom research on a career graph — dated positions, education records, awards, patents, publications and a contact layer — and ships it as ranked, evidence-tagged cohorts. The visa practice described here is one client; the method is the same for any ICP you can put into words.
